A tells you that goats doubled that means 7x will then become 14x
B tells you that pigs become half of 6x that means pigs will then become 3x

(1) Does helps us with goats but we don't know anything about the pigs!
Same goes with (B), so Answer Choices D,A and B are out.

With C we have everything we need, the new ratio would be 14/3= 7(2)/(6/2)

I chose D

I eliminated C because both S1 and S2 both are giving me the same information

S1 -- Per S1, new ratio is now 14 :6 (as goats are now doubled) ...i broke this down to 7:3

S2 -- Per S2, new ratio is is 7 :3 (as pigs are halved)

Both S1 and S2 are giving me the same ratio, i.e. 7 : 3

Given S1 and S2 both give 7:3 - i eliminated C as both S1 and S2 are the same...

We do not that know the number and we cannot add or apply mathematical operations to just one side of ratio. 
Here the ratio is 7:6 or 7x:6x
(I) if number of pigs is unchanged, then 14x:6x=7:3
If number of pigs is also changed, say they also doubled, then 14x:12x=7:6
(II) similarly for statement II as we do not know the change in number of goats

Combined 
7x becomes 14x and 6x becomes 3x, so new ratio is 14x:3x=14:3

They have to finally give same answer, but you have to read and deal with each statement separately as if no other statement exists

you have missed considering the case that the other animal quantity can also be changed. One generally forget that.
But when u read the St2, u must think what if St2 is not there? you would not know the change in other animal number.
Here  Statment 2 is making our work easier to remind that we might have missed the change in other animal number.

This is called  "Devil's advocate" in terms of Veritas Strategy. 
Hence, both Statements are required, Answer C
