Berkeley is a funny beast. Their English language proficiency requirements are quite strict but they're set by the University of California system. So UCLA and the rest all follow the same restrictions.
That being said, I emailed all the schools on my shortlist before R1 to confirm English testing requirements and sent them a declaration from my undergrad university that all teaching was done in English and that my home country of South Africa has English as an official language. I included Berkeley and UCLA on that email list and to my surprise Berkeley said I didn't need to submit an English proficiency test. UCLA came back to say I still needed to take the test so I just didn't apply there.
