Had the same problem, spoke to Adcom on Friday, they said it’s a tech issue and to write/speak to them if the status doesn’t change by Tuesday

were you a consortium applicant by any chance?
In R1 I had the same issue. Application showed "Incomplete" until like mid-November, then went under review and interview. All within a week

I don’t think Cornell has a specific place to upload (At least - I didn’t see anywhere). So definitely send an email to adcomms.
