I think the phrasing around interview waiver is interesting. It is not so much a thing you will be notified of rather it is a status of admission. Something like admitted with waiver (highly unlikely) or waitlist with waiver. This would eventually lead to an interview soon enough.

Purely my conjecture from one of the adcom Q&A events

Keep your hopes up. Kellogg is the only M7 school which gives relatively less weightage to test scores and high weightage to fit. You may very well get accepted too :).
