Not necessarily. Just a letter from the institution wouldn’t do. You will need to write a letter to SBS highlighting your academic and professional experiences in English so that they can review and decide whether you will be required to submit an English test or not.
I had a word with the adcom team regarding this. If it has been more than 2 years since you have done your undergrad (in English), you may have to give TOEFL/IELTS if not eligible for professional waiver either
