From what I understand (and I could be wrong) - they are not going to do that because they know Round 4 is extremely late for internationals. They can, however, move waitlisted domestic students to round 4 decision date.

it does not make sense to admit an international student 2-3 days before the program start date.

What I saw on clear admit last year’s data is that their R3 decision deadline was on May 3 n WLs got updated on May 18,19 (internationals)
