I am also an Indian applicant and got TOEFL waiver. You need to send them a mail justifying your request for waiver along with supporting documents (list is there on website).

There isn't any standard timeline as such, but they need to wrap up interviews and decision before Round 2 deadline. Hence, probability of sending all interview invitation by Christmas is quite good.
I suggest to drop a mail to adcom. They are really quick in responding.

! Got the email 2 minutes back. Had interviewed on 1st of Dec. How did you all get to know about the scholarship - if any?
