I think it really depends on the region and also chance. I’ve heard adcom told that the system assigns random 5 applicants per adcom per day and that’s how they decide. I received my invite a couple of days after I submitted application, but I wouldn’t read much into this. I’m an international, but my application is perhaps not so strong, I believe it was just a chance.
