Applying the filter: (C) is good. "Act" must be in parallel form with "step" in "to step forth." Choices (D) and (E) are therefore out. Choice (B) has the same problem as (A), and also incorrectly uses the word "like," which would be appropriate if China wasn't a peace broker, contrary to the intended meaning.
