Hatakekakashi This is not confusing. When you started the application you must have read the requirements. It is clearly mentioned on their website and also in Application page. But still, If you are facing issues you must contact the admission team. They might accept your soft copies for the admission process and then you can send the hard copies later. Also as mentioned in the above post Transcripts can be requested from your institute and they can give you the copies of your transcripts
If you are away from college and it takes time you have to put your case to adcom. you can contact Eric he will help you out with this. Naman did the same and he got the interview invite without sending the hard copies.
Just for the info I had completed my masters from london. So I requested my official transcripts from both my Indian university and Abroad's university, got them here and send those to WP Carey even before I submitted my whole application. It does show your awareness and seriousness of the school you are applying to and as far as i believe adcoms do consider these things.
Right now, my suggestion for you would be to contact the adcom and request them to allow you to submit the soft copies.

Thank you so much for your help
I do understand I should've been more 'aware' but having applied to over 15 schools in 2 years no one has ever asked for transcripts so I only checked for the gmat and the toefl part
Also carey was a last minute choice
Decided to apply on Jan 31st - just FYI
