A. bill requiring use by the Marine Generals of - Close option Indeed. This option is not grammatically incorrect, but it would be incorrect if a better option is present. This option uses PASSIVE VOICE, a voice not appreciated in GMAT in general. Hence Incorrect. B. bill that requires the Marine Generals to use - CORRECT C. bill that requires the Marine Generals use of - This option changes the meaning a tad bit. Hence Incorrect. D. bill, requiring the Marine Generals to use - There isn't any issue with a modifier starting with " Requiring the......", but use of such modifier leads kind of FRAGMENTED SENTENCE in terms of meaning. If modifier is removed, such act should not change the meaning of the sentence, but in this sentence meaning changes. Hence Incorrect. E. bill to require that Marine Generals use- Why to use Subjunctive Mood unnecessarily? Such use changes the original intent. Hence Incorrect.
