I have different apprehension for the same answer choice.
Your conclusion, which is also the argument conclusion, is correct that RSW is spending more than TS per student.
Now we have to weaken this conclusion.
So that we can conclude that RSW is not spending enough money than TS.
Accoding to option D and argument, Budget per student in RSW = 2x/3n= .66x/n
Budget per student in TS= x/n
D is the correct answer. Please let me know if I am wrong.
