how come answer choice (B) is the conclusion?

The bold statement is the conclusion of argument not the premise. Thus, only leaving choices B and E.
Statement E implies the opposite of the intended meaning; thus, only leaving choice B
In this question: 1st premise is: Cutting taxes is often viewed as a way to speed economic development. However, conclusion of author is: it is not so... (Bold part). 2nd statement (However, cutting taxes means that the government collects less revenue and, since the government is a major spender in the economy, less money will be spent in the economy) helps author make the conclusion presented in Bold statement, which is opposite to the first statement
