But you should count the shopkeeper’s profit or loss. So, it’s profit, as item is sold 800 gr but it’s required to pay for 1000 gr
Isn’t it like the shopkeeper is weighing 1000g but since his machine shows it as 800g, the consumer is paying for that 800g instead of 1000g?

Nope. The consumer pays for what he sees on the weighing machine. So the consumer pays for 800 gms. So, if the cost is 1000 for shopkeeper, the selling price is 800 * 1.1 = 880. So, it is 12 percent loss.

Why isn’t D the answer. I believe both are individually sufficient. Is it because quadratic gives you two values -10 OR 7 and not exact value?

1 is giving 10 and -10 , however 2 is giving exact value of m that is 7

I think so. If the question asks for the value, then you can expect it to be 100% and exact.
