Just FYI -- you're missing a possible answer choice. The 5 possible answer choices on data sufficiency are:

That being said, the answer is E.
Statements I and II are both insufficient by themselves (for obvious reasons... how can you tell the vertex of a parabola if you only know ONE point on that parabola? The vertex could literally be any other point on the graph.)
We know that the parabola passes through the x axis twice:
@ x = -2
@ x = 2
We have no idea if the parabola is upward or downward facing. We don't know the y value at which the vertex is. It could be anything!!!
