As we're explicitly told what we need to calculate, we'll just do it.
This is a Precise approach.

We're asked how many group of 4 people can be created out of 9.
This is 9C4 (9 choose 4) and its equation is 9!/(4!*5!) = (9*8*7*6)/(4*3*2*1).
Canceling out 6 with 3*2 and 8 with 4 leaves (9*2*7)/1 = 63*2=126.
