­Note that in this case, getting a filtration system is something that must be done to comply with regulations, and is not a prerequisite to have a factory. There could be a factory that has not installed the system that is emitting pollutants above the required level. We will keep this in mind when evaluating the options.

A. Any animal classified as a reptile must be cold-blooded, so if an animal is not cold-blooded, it cannot be classified as a reptile.
-> A reptile MUST be cold-blooded by definition, so this statement is fine.

B. All licensed drivers must pass a driving test, and since Jorge has passed a driving test, he must be a licensed driver.
-> To get a license, you MUST pass a driving test but it is uncertain if passing the test is all you need to be a required driver. However, this flaw is different to the one that is presented. Furthermore, this can be likened to assuming that if the company has the advanced system, it would fall below the required emissions level.

C. A person who is an elected official must reside in the district they represent, so anyone who does not reside in a particular district cannot be an elected official there.
-> A person who is an elected official MUST be living in the district so if they are not, they cannot be elected there. This statement is fine.

D. Every person entering the country must go through customs; therefore, the increase in the number of customs agents will necessarily lead to a decrease in the number of people entering the country.
-> These two items are not necessarily correlated in the way they are presented but this flaw is not similar to the one seen in the passage. 

E. All professional athletes must undergo regular drug testing; hence, if someone has not undergone drug testing, they must not be a professional athlete.
-> There could be a professional athlete who has avoided drug testing, as drug testing is not a prerequisite to be a professional athlete. This is similar to the flaw seen in the passage.

Therefore, the answer imo is E.

Correct answer is E
the argument overlooke the possibility of another reason. factories can still emit above the required limitations but did not instal filtrations because they donc't want because it is costly or whatever.

Usin this same reasoning, if someone has not undergo drug testing, he could simply be a professionel athlete, but he forgot, or simply did no want to go,

B --> Incorrect. Too narrow
C --> Incorrect. It does not follow the same logic as the stimulus.

the flaw is assuming that if someone belongs to a group and all those belonging to that group were required to do something then if someone hasn´t done it you can assume they don´t belong to that group.

A. Any animal classified as a reptile must be cold-blooded, so if an animal is not cold-blooded, it cannot be classified as a reptile.: this is a biological classification, not a requirement that is imposed on someone

B. All licensed drivers must pass a driving test, and since Jorge has passed a driving test, he must be a licensed driver.: this makes the flaw of assuming that if someone has met one requirement to accomplish something they have accomplished it, not the same flaw.

C. A person who is an elected official must reside in the district they represent, so anyone who does not reside in a particular district cannot be an elected official there.: here a requirement is given for someone to be able to do something, it doesn´t not create an obligation for all those belonging to a group

D. Every person entering the country must go through customs; therefore, the increase in the number of customs agents will necessarily lead to a decrease in the number of people entering the country.: here the direction and proportionality of causality are wrong, different mistake.

The flaw in the reasoning presented in the original argument is that it assumes that if a certain condition (installation of filtration systems) is required for factories above a threshold (emitting pollutants above a certain level), then the absence of that condition implies being below that threshold but it could merely be because the factory is breaking the law for example. In other words, it wrongly infers the inverse of the conditional statement.

E. All professional athletes must undergo regular drug testing; hence, if someone has not undergone drug testing, they must not be a professional athlete.

The option E is flawed in the same way as just because a person didn't undergo drug testing this doesn't mean that they are not a professional athlete.­

Case of Narrow Vision.
When author does not take into account other possibilities. For eg, factories who have not installed such a system might be shut down. We cannot take this as surety that they are emitting the pollutants.

Similar concept is tested in Choice E. Where we assume that athletes who do not perform drug test may got retire from sports.
