The gist of the reasoning is that since factories did not install the filteration system, they are meeting the required level of emition. The flaw here is that the author is assuming that factories that do not have the system are NOT noncompliant or are basically NOT ILLEGAL as per the regulation.

A. Any animal classified as a reptile must be cold-blooded, so if an animal is not cold-blooded, it cannot be classified as a reptile.
This is logical, All X are Y, so if NOT Y then NOT X. So this cannot be our answer.

B. All licensed drivers must pass a driving test, and since Jorge has passed a driving test, he must be a licensed driver.
This is logical as well, All X must do Y, and if DID Y then X. So incorrect answer.

C. A person who is an elected official must reside in the district they represent, so anyone who does not reside in a particular district cannot be an elected official there.
This IS also logical reasoning, X is necessary to do Y (or All Y MUST be X), so if NOT X then cannot be Y. So again incorrect answer.

D. Every person entering the country must go through customs; therefore, the increase in the number of customs agents will necessarily lead to a decrease in the number of people entering the country.
This choice is assuming some sort of cause-effect relationship, stating that the no. of people entering a country will reduce if the no. of custom agents increase. This is not similar to the flaw we found in the given argument.

E. All professional athletes must undergo regular drug testing; hence, if someone has not undergone drug testing, they must not be a professional athlete.
This choice relies on the same flawed reasoning that if someone has not undergone a specific testing, then they are NOT NONCOMPLIANT or NOT ILLEGAL as per the regulation.

The flaw relates to some of the problems: timing, obligation of the law. Maybe at the time of the new law, the factory has not reached the deadline to install, accept the fine for not installing, try to delay the installation etc

A. Any animal classified as a reptile must be cold-blooded, so if an animal is not cold-blooded, it cannot be classified as a reptile. -> This is not relating to timing or obligation

B. All licensed drivers must pass a driving test, and since Jorge has passed a driving test, he must be a licensed driver.
This is different from the given argument in way of reasoning
C. A person who is an elected official must reside in the district they represent, so anyone who does not reside in a particular district cannot be an elected official there. -> This is not relating to timing or obligation or similar kind of possible reasons.

D. Every person entering the country must go through customs; therefore, the increase in the number of customs agents will necessarily lead to a decrease in the number of people entering the country. -> Different

E. All professional athletes must undergo regular drug testing; hence, if someone has not undergone drug testing, they must not be a professional athlete. -> Same flaw of reasoning (timing for testing,...)

­The logic in the question is talking about a cause and effect relationship, where if A (factories emitting pollution above a certain level) is happening then B(install advanced filtration system) must be done. The second statement says that if B is not done, then A must also be false. The flaw in the question is a wrong representation of between A and B and the option which is flawed most like the argument is option E. 

In option E, it says that A (professional athletes) should do B (drug testing), but if B is not done, then A must not be true.

Answer must be C over here as the question is dealing with a flaw that says that when a factory doesnt install the system, out of two possibilities that could be true- either they are being non compliant or they are emitting pollutants below the required level, the latter is true.

Likewise in C, the reasoning is again doing similar thing as above. What happens if the elected official is not following rules and the second possibility is true? Hence C.

­The argument is of the form A must lead to B; Therefore, Not B must lead to non violation of A

A - Reptile -> cold blooded. Therefore, not cold blooded -> not reptile. This is not parallel to our argument

B - The argument does not have a negation statement. Hence not the answer

C - Correct. Not B (does not reside in particular district) leads to non violation of A (cannot be elected official)

D - Establishes a cause effect relationship in the form of change in numbers of one affecting another. Not in line with our argument 

E - There is no non violation of A here. Not parallel to our argument

Which has a flow that if the system is installed way before 1 year then this will be an issue.

We are looking for any such link where vice versa won't hold true.

B. All licensed drivers must pass a driving test, and since Jorge has passed a driving test, he must be a licensed driver. Hmm, This seems to be in line, Even though he might not be a licensed driver if he passed the driving test. May be didn't fulfill other conditions.

There is a leap to a conclusion in this example because of a step that was implemented or fulfilled. The question states that because of new regulations, advanced filtration systems must be installed unless emitting pollutants are below the required level. The conclusion is based on the assumpltion that everyone will promptly follow the new regulation update. The assumption is that they are following the rules either with a change or that they are already in the right. 

Let's us go through the answers
 
A. I don't seen any flaws in this statement. It states that all reptiles must be cold-blooded and therefore if an animal is not cold-blood, it cannont be classified as a reptile. There is no assumption here

B. There is an assumption here that Jorge got a legal license to drive after passing a driving test. We don't know what test he passed and we cannot be sure that he actually has a license. Perhaps it was taken away or is no longer valid. The assumption is that he is within the confines of the law and operating lawfully, which is not a given. 

C. Again, this statement does not really have an assumption, it is stating a fact. You can only become an elected official if you live in the district you represent. If you do not reside in that district, you cannot be an elected official. 

D. This is a very extreme statement, that suggests that customs agents would deter people from visiting a country. Here the insinuation is that they are doing something illegal to begin with and that the presence of more law enforcement would discourage people from trying to enter a country. Not what the question was implying. 

E. Again, another extreme example. A more fitting response would have been "Athletes can only compete if they do not take banned substances. There are regular checks to ensure that athletes comply with the rules. If an athlete is competing, that means that they do not take banned substances." In this case, there is an assumption that just because there are rules in place, they will undoubtedly be followed, which is not always the case. In this answer choice, it just states that if you haven't done a test then you cannot be an athlete. It is not opening up the possibility for operating in bad faith, like the question does.

Ques Flaw : Assuming that the absence of a certain action (installation of filtration systems) is equivalent to the presence of a particular condition (emitting pollutants below the required level).

A - no flaw 
B - different logical flaw 
C- no flaw 
E- different logical flaw

D- assumes that increasing customs agents will decrease the number of people entering the country, which is not necessarily true. The number of people entering the country may be unaffected by the number of customs agents, or otherfactors could influence the number

Let's consider falsification:

Any industry that has not installed filters but has almost stopped producing will have lower pollution.

So not fitting filter didn't increase pollution.

Similarly increasing number of custom officer may not reduce people entering country

Retired athletes or those in non-tested sports might not be tested regularly. Again, the flaw is assuming the absence of an action (testing) signifies the absence of a quality (being a professional athlete).   • Option B (Driving Test and License): This is a case of misplaced logic. Passing a test (sufficient condition) doesn't guarantee having a license (additional requirements might exist).

IMO E

Since new environmental regulations were enacted last year, factories emitting pollutants above a certain level must install advanced filtration systems. Therefore, any factory that has not installed such a system since last year must be emitting pollutants below the required level.

The reasoning above exhibits a flaw similar to one in which of the following?

A. Any animal classified as a reptile must be cold-blooded, so if an animal is not cold-blooded, it cannot be classified as a reptile. -NO as it is of the form if A -> B
~B -> ~A which doesnt seems to be the case
