We will have to find out a flaw and its similarity to one of our answer choices.
Deconstruct:Since new environmental regulations were enacted last year, -

ConclusionState the Goal:The flaw here: it is assuming that any company that is not in GROUP A (the one who has high pollution) must be emitting pollutants below the required level.
What if these companies do not comply the law? What if they lied about their level?
The author igones these flaws.We look for the exact analagous flaw in one of our answer choices.
Let's structure this argument, to make it clear:
There is a group of A, B, C, D. They all do the same "something" but differ in their levels.
The government says that A and B must leave the group because of their LEVEL (something).
The other that remains C, D MUST have not to be at the level of A, B because they stayed.

we are looking for some relations that has a similarity in their meaning and structure. here we are talking about A,B,C,D as their natural traits.
in our argument we are talking about "something" that they do to make them differ. also if you think of the raltions deeply you can understand it is not the same. -

Eliminate.E) Wrong analogous- as Answer choice A, here we are speaking of the A,B,C,D themself and not about their "something" they did. A,B,C,D did something and therefore the group splited. here they didn't do "something" and because of that they got seperated -
