We need to strengthen the argument by stating the there's a positive impact by passing the "Clean Energy Bill".

From the view, only Option E seems to be a better option compared to others, such that, Areas which adopted Clean Energy Bill didn't feel much burden of the electricity price has Renewable energy catered the relief to the consumers (as Non-renewable energy resource's prices has increased.).

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period. - this directly supports argument that conventional sources costs has been higher than national average. Correct.

Well in that case, this does not help us. If this is a global situation, then it weakens our conclusion.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.

Ok, sounds good. If the electricity costs were rising above the national average and after the bill they prices consistently stayed down below the national average strengthens the above conclusion. This is our answer.


(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.

Hmm, if some projects have been discontinued for technological inefficiencies, that does not really give us a reason to speculate about the conclusion which is (increasing renewable energy usage and reducing costs). Reject.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

We are not really bothered about the average cost of electricity generated from the non renewable resources. We are bothered about the avg cost of electricity from renewable sources only.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.

We are not bothered about price of electricity in areas outside the influence of clean energy bill.

Doesnt signfy the importance of the clean energy bill.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.

Doesnt say about cost of reneable energy vs conventional energy.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.

Weakens the energy bill.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

This strengthens, as conventional energy cost was already above national average. Thus with increase in renewable sources, average energy cost was lowered.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.

Doesnt relate to the impact of the bill.

So tech was expensive at the time of deployment

Fact - Since the bill was passed -
1. # renewable energy projects increased significantly
2. Average cost of electricity from these sources has been lower than the national average cost of electricity every year.

Conclusion - Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.

Need to find statement (fact) which strengthen the above conclusion, without negating the above-mentioned facts.

Pre-think - Tech was initially expensive, but later with scale and more adoptions, it become cheaper.

A. Correct- though mention globally.
B. Before period is out of scope, also efficiency is not the point argument is discussing.
C. Out of scope
D. Weakening
E. Weakening

I chose (D) because it strengthens the most.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

(A) and (C) are easy to eliminate.

(B) Although this option suggests that the bill could have halted or reversed the trend, there's no clear evidence. And without clear evidence, we cannot use this to support another claim.

(E) This shows that areas that don't have the bill are paying more. It does indirectly support the claim but there's no direct talk about the areas covered by the bill.

(D) Since the bill has been implemented, the cost from conventional sources has remained higher than average and the cost from renewable sources has remained lower than the average. Thus the bill has been effective in reducing electricity costs for the consumers. What this means is that despite the higher costs of electricity from non-renewable sources, the average has stayed down, all thanks to renewable sources.

I feel like this question wasn't framed properly, but anyway here we go:

In the passage it is mentioned that the average cost of electricity from renewable sources has been lower than the national average cost of electricity every year=> average cost of electricity of non-renewable from resources has to be greater than the national average cost of electricity every year. So mentioning this already inferred idea again won't strengthen the argument. For this reason option B and D are out.

C at max weakens the argument so out. 

E is out of scope (talks about areas outside the influence of the Clean Energy).

A could be said to have a mildly strengthening effect because less setup cost=> more adoption but It is already mentioned that number of renewable energy projects have increased significantly.
I feel like A is bad but better than any available alternative options.

 But the average cost of electricity from these sources has been lower than the national average cost of electricity every year. Hmm, one thing missing here is no comparison between the cost of renewable vs non renewable. 

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years. Irrelevant 

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented. So what..

­The question asks us to look for a statement that can strengthen the argument. The argument essentially is that not only did the Clean Energy Bill has been effective in increasing renewal energy usage, but has also reduced electricity costs for consumers, refuting the speculation.

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
Explanation: This shifts the credit from Clean Energy Bill to technological advancements. This is incorrect.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
Explanation: There could've been many reasons to this rise in prices prior to when the bill was implemented, thus it cannot be said that the eventual drop in prices was caused by the Clean Energy Bill, it might've been the prior cause of inflation in prices passing. This is incorrect.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
Explanation: This clearly weakens the argument made in the speech as it raises doubt on how effective the Bill truly is going to be in the future in increasing renewable energy usage. This is incorrect.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
Explanation: Although the speech itself declares that average cost of renewables has been lower than the national average cost, so it'd only make sense that average cost of non-renewables is higher than the average, this does not talk about the Clean Energy Bill itself, leading the speculation by opening external factors to come into play, hence incorrect.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.
Explanation: This directly supports the conclusion in the speech by making it clear that areas under the influence of Clean Energy Bill must not be dependent on non-renewables and possibly that the prices there has not risen. This is correct.

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
While this explains why renewable energy might be cheaper, it doesn't directly relate to the specific impact of the Clean Energy Bill itself. Thus, it doesn't strongly strengthen the argument.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
This option provides context for the situation before the bill was passed, showing that the trend was towards higher costs, which the bill reversed. It does strengthen the argument by showing a clear contrast before and after the implementation of the bill.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
This weakens the argument by highlighting failures and inefficiencies in the renewable energy projects initiated by the bill.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
This statement highlights that conventional sources remain more expensive, it doesnt strengthen the argument in policy speech.
