We are given following information,
Critics argue against clean energy bill because implementation of expensive renewable energy technologies =>  higher energy costs
However, average cost of electricity from rennewable projects is lower compared to national avg cost of electricity
Thus, Clean energy bill => increased renewable energy usage and reduced electricity cost

We need to strengthen the argument.

Let's look at the options,
(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
If renewable enrgy project cost has decreased, that's good. But it doesn't strengthen our argument about why bill is benificial. Incorrect

(B)  Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
Even if electricity costs were rising in years beofre the clean energy bill, we cannot not be sure this bill was the sole reason why consume electricity cost reduced. Maybe external factor lead to decrease in cost of non-reneable energy. Incorrect

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
This does opposite of strengthning the argument. It weakens it partially. If projects were discontinued, then that's extra cost consumer needs to pay as investment didn't pay off. Incorrect

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
This statement removes external factor. If non-renewable source energy was higher than national average  than renewable energy produced because of bill indeed reduced the national average cost. And it was the sole reason. This statement strengthen's policy speech by removing external factor that could have affected electricity bill. Correct

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.
We don't know anything about non-renewable energy cost in areas which are affected by clean energy bill. No direct relation given between areas outside and inside of clean energy bill. Incorrect­

D directly compare the renewable and non renewable sources and letting us know the cost of electricity is less than that giving more strength that clean enery bill is more effective.

Why not other option :

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years. - > Take an example, previously cost of setting energey project is 5000 dollar and now 4500 dollar, will it impact any thing on clean enery bill effectivness, so not our answer.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented. -> So it is saying what happened before, which is completely out of scope.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies. -> This is actually weakening. Wrong ans

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources. -> It is some what strengthening but not giving a direct relation between renewable and non renewable energy. Not our answer.

Because in this passage it is clearly stated that the non-conventional sources cost less than the previous years average electrical cost. So if the conventional sources cost more than average of last year it will strengthen the arguement.

     This counters the critics' point (counter point) and increases the belief in the main claim. Critic's point counterer is a good strengthener.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
     All it says is non renewable energy sources were expensive before clean energy bill was implemented. At what rate electricity costs were rising before the clean energy bill has nothing to do with claiming that Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers. 

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
    it doesn't strengthen the argument as it seems irrelevant. It talks about reduction in num of renewable energy projects. 

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
     This seems to be redundant information as the average cost of electricity from renewable sources has been lower than the national average cost of electricity every year. From the given argument, average cost of electricity from renewable is already higher.

      we don't know what effect it has on clean Energy Bill effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.

C. This does not say how the green energy bill has benefitted the consumers. We don't know the relationship between efficiency and cost.
D. Since avg cost of renewable energy is lower than the national average, we can say that the only other component possible is non-renewable energy. This means that from the given information we already know that non-renewable energy sources have higher costs than national avg. It neither strengthens nor weakens. 
E. We cannot infer what effect it has on areas in question.

It says the cost of conventional energy sources that remained higher than the national average during that period and question says cost for renewable enerygy sources was reduced than the national cost, means many people started using it which eventually caused reduction is price and conventional energy sources were used by less people which increased its average price.

Incorrect choices:

B: This talks about higher rates before the implementation of bill but it says nothing about how bill helped to reduce rates.
