Since the average cost of electricity from renewable sources has been lower than the national average cost of electricity every year, then obviously, the average cost of electricity from renewable sources has been higher than the national average cost of electricity every year.

Conclusion : Thus, it is clear that the Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years. // Eliminate - It weakens the argument by showing other reasons for the reduction in electricity costs.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented. // Eliminate- Irrelevant.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies. // Eliminate- Irrelevant.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period. // Correct - Shows that conventional sources were increasing and renewable sources energy were below average costs this strengthens the argument.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources. // Eliminate - Out of scope choice.

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
- Talks about cost of setting up, and not reducing costs for consumers, the argument in the passage.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
- This emphasises that the Clean Energy Bill has reduced costs by talking about rising costs before implementing the bill, and thus, most strengthens the argument.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
- This weakens the argument, as it does not support the Clean Energy Bill.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
- This is relevant, however, not the correct answer, as it does not directly talk about cost reductions to consumers or increased use of renewable energy, instead this statement discusses that conventional sources cost more during the same period, which is more of an assumption, not something that would strengthen the argument.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.
- This has nothing to do with supporting the argument that is in favor of Clean Energy Bill, moreover, it discusses increased costs of non-renewable, hence, not able to support the argument.

Environmental Policy Speech: Critics of the new Clean Energy Bill argue that it will lead to higher energy costs due to the implementation of expensive renewable energy technologies. However, since the bill was passed, not only has the number of renewable energy projects increased significantly, but the average cost of electricity from these sources has been lower than the national average cost of electricity every year. Thus, it is clear that the Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.

Which of the following, if true, most strengthens the argument in the policy speech?

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

As national average cost of electricity  becomes lower and the conclusion of passage is that renewable energy sources has increased significantly. So, to arrive at author's reasoning ,we have to assume statement D.

To strengthen the argument in the policy speech, we need to find a statement that supports the effectiveness of the Clean Energy Bill in reducing electricity costs for consumers and increasing the usage of renewable energy.

Let's examine each option:

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.

This option suggests that the reduction in costs might be due to global trends, not necessarily the Clean Energy Bill. While it supports the idea that renewable energy costs are decreasing, it doesn't directly link this decrease to the Clean Energy Bill.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.

This option strengthens the argument by showing that before the bill, electricity costs were increasing at a higher rate. This context helps demonstrate the bill's positive impact by contrasting it with the prior trend.

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.

This option weakens the argument by highlighting the discontinuation of projects, suggesting potential inefficiencies in the bill's implementation.

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

This option supports the argument by reinforcing that renewable energy sources, influenced by the Clean Energy Bill, are indeed cheaper compared to conventional sources during the same period, making the bill's impact more apparent.

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.

This option strengthens the argument by showing that in areas not affected by the bill, electricity costs have risen due to non-renewable energy, highlighting the bill's positive impact in reducing costs where it is implemented.
Both options (D) and (E) provide strong support for the argument, but the most direct and specific reinforcement comes from option (E) as it directly contrasts areas affected by the Clean Energy Bill with those that are not, emphasizing the bill's effectiveness in reducing electricity costs.

Thus, the answer is: E

Conclusion - it is clear that the Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.
(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
This is the weakener .

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
This is irrelevant.
(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
This is irrelevant.
(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.
This is out of scope.
(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.
The price of electricity in areas outside the influence of the Clean Energy Bill increases. This falls in the category of NO CAUSE NO EFFECT. Hence we can say that the clean energy bill is only responsible for decreasing the cost.

E is my answer.

Analysing all the options:
(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.

  • While this supports the feasibility of renewable energy projects, it does not directly link the Clean Energy Bill to lower electricity costs specifically. It attributes the decrease in costs to global technological advancements rather than to the Bill itself.
(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.

  • This provides context for the situation before the Bill was passed but does not directly support the argument that the Bill is effective in reducing costs after its implementation.
(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.

  • This option weakens the argument by suggesting that not all projects have been successful.
(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

  • This strengthens the argument by showing that the cost advantage of renewable energy, as promoted by the Clean Energy Bill, is not just a fluke but is sustained in comparison to conventional energy sources.
(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.

  • This strengthens the argument by implying that the areas under the influence of the Clean Energy Bill are experiencing lower costs relative to areas not under its influence, highlighting the Bill's positive impact.
Conclusion: Options (D) and (E) both strengthen the argument, but (D) directly addresses the comparison between renewable and non-renewable energy costs, reinforcing the point that renewable energy (promoted by the Clean Energy Bill) is cheaper. Therefore, the best answer is:

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

Conclusion: The Clean Energy Bill has been effective in both increasing renewable energy usage and reducing electricity costs for consumers.

A) It provides a general background but does not strengthen

B) What happened in past is not relevant

C) weakens the argument

D) supports the claim that the Clean Energy Bill has helped reduce overall electricity costs because it shows that renewable energy costs are lower than both the national average and conventional sources.

E) it does not connect the impact on the reduction of electricity costs within the areas where it is implemented.

Hence D

Which of the following, if true, most strengthens the argument in the policy speech?

(A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years. -> This seems like trap, the cost has decrease but it doesn't imply that it is cheap, it could still be expensive.

(B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented. -> Kinda irrelevant, we were not concerned about the cost before that

(C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies. -> Irrelevant, we aren't concerned with this

(D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period. -> This iseems the best choice, since this clearly indicated that if the consumers would have chosen non-renewable source than their cost would be high. Answer

(E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources. -> Irrelevant, kinda Out of scope

Which of the following, if true, most strengthens the argument in the policy speech?
Quote:
 (A) The cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years.
Even though the cost of setting up renewable energy projects has decreased globally due to technological advancements over the last five years, it may not result in increasing renewable energy usage or in reducing electricity costs for consumers.
Incorrect
Quote:
 (B) Electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented.
Even though electricity costs were rising at a rate above the national average in the years immediately before the Clean Energy Bill was implemented, it might have happened because of many other factors and it may not necessarily mean that the Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.
Incorrect
Quote:
 (C) Some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies.
If some of the renewable energy projects started under the Clean Energy Bill have been discontinued due to technological inefficiencies, the statement weakens the conclusion that the Clean Energy Bill has been effective in not only increasing renewable energy usage but also in reducing electricity costs for consumers.
Incorrect
Quote:
 (D) The average cost of electricity generated from conventional (non-renewable) sources has remained consistently higher than the national average during the same period.

 (E) The price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources.
Even though the price of electricity in areas outside the influence of the Clean Energy Bill has risen due to increased costs of non-renewable energy resources, the increase may be because of other factors not considered in the argument

A - We are mainly concerned with whether those projects increased RE usage and reduced electricity cost. Ease of setting up RE projects is irrelevant.

B - Correct. It suggests that clean energy bill indeed played some role in decreasing the electricity costs which were above national average prior to passing the bill

C - Discontinuation of some RE projects is irrelevant to our argument.

D - We are not concerned with non renewable energy sources here. Eliminate

E - Similar to D. Eliminate.

Therefore, B

The statement that most strengthens the argument that the Clean Energy Bill has been effective in increasing renewable energy usage and reducing electricity costs for consumers would have more evidence to prove that the outcomes are due to the Bill being in effective alone. => E shows that only areas under the influence of the Bill has shown great outcomes and areas outside the influence does not enjoy the same benefit. Other answers would weaken the argument as they show flaws of the bill or the renewable energy as a whole or it shows effects of renewable energy but not from the benefit of the Bill.
