The key point in this question is that AB are adjacent
Statement 1
We can have
F D A B E C in positions 1, 2 , 3 , 4 , 5 , 6 respectively hence yes answer
But we can also have
A B F C D E Hence no answer i.e not sufficient
Statement 2 we have now notice that if we have F in the first position we will need to have D and E in the third and fifth position
In that case we wont be able to put A and B as adjacent points. Hence we have a no answer. Hence B is sufficient
Statement 1

Q: Is F parked in 1? Given: A & B are next to each other.
i) B & C in even numbered parking:
B=2 and C=4 hence A has to be at 1. F cannot be at 1
B=4 and C=6 hence A is at 3. F can be at 1. Not Sufficient.
ii) D & E in odd numbered parking:
odd numbers available: 1,3,5
D=3, E=5 then A & B has to occupy 1 & 2. F cannot be at 1.
If any of D or E occupies 1 besides 3 or 5, F cannot be at 1.
Hence Sufficient to conclude that F is not at parking space 1.
Answer B

Use both, as the first will always be insufficient, F will come in 1st position, but it can be 6th also. Once you take in 2nd position, i think you get the answer that it wont be in the F-1 position as indicated.
