My Analysis:

A. who wants to use their home network to distribute information
>>Plural pronoun their does not agree with singular noun who - incorrect

B. who wants to be using his home network to distribute information
>> Verb tense be using is continuous and the intended meaning is a general opinion and it needs a simple present tebse.

C. who wants to use his home network to distribute information

>>Correct
D. which wants to use his home network to distribute information

>> The noun modifier which will never modify a person. Here which is modifying a person. Hence it is out.
E. which wants to use their home network to distribute information

>> Same as D.

(C) is more concise than (B)

Correctly uses plural verb "wants" with singular subject "His"

Which cannot modify people, it can only modify things.
