I know MBA colleges dont require Indian candidates to convert 10 points scale to US 4 point scale and i have already read multiple posts
What confuses me though is
Every time i browse gmatclub, i see indian candidates with GPA mentioned (US Scale), for instance, i have seen multiple comments stating "Please evaluate my profile, GMAT xxx GPA xxx and work ex xxx blah blah)
Same in poets and quants or in clearadmit.
How are they able to convert?
I think that, in fact, there are some certified services offer converting 10 point scale to 4 point scale and even converting from 4 point scale to US 4 point scale.
In the former, which is what you ask, the service uses some score systems to convert scale. For example, 9 and higher mark will be converted to A mark, which stands for 4, and 8 to 9 mark will be converted to B mark, which stands for 3, etc.
In the latter, the service tries to review the whole subjects and eliminates any that is irrelevant to the major. Hence, the final converted score will be significantly higher. Higher score means better chance to get accepted.
In addition, US schools doesn't require candidates converting from 10 point scale to US 4 point scale, but converting should be considered since the Admission Council is familiar with 4 point scale system so they could evaluate candidates' applications objectively.
