3/2 split right away. He lacks the ability to do something, so it's C or D. Don't even consider the others. No interest in expanding.

C is answer.

i got it wrong...damn. i must be cautious more....missing the idiom "interest in"

Folks,
can you explain why D is incorrect?
I thought D makes sentence parallel: to run....to expand.
