My thought process:
(A) History shows that while simultaneously attaining -- "while" and "simultaneously" lead to redundancy.

(B) History would show that, while attaining -- "would" indicates uncertainty, while the original meaning of the sentence to present the fact.

(C) History bears out that, in the course of attaining -- nothing is wrong with this choice.

(D) During the course of history, the attainment of -- "the attainment of global or even regional dominance" lacks a verb, so becomes a fragment.

(E) Throughout history, during any country’s attaining -- this choice shifts meaning a bit. Original sentence does not make absolute statement that this result is true for any country.
