Slope can be negative, zero or positive --> Insufficient

(2) Line M passes through Quadrant IV.
Slope can be negative, zero or positive --> Insufficient

Combining (1) & (2),

Note that, Line M can pass through Quadrant III & IV only or III, IV & I or III, IV & II

If Line M passes through,
Quadrant III, IV only --> Slope = 0
Quadrant III, IV & I --> Slope = Positive
Quadrant III, IV & II --> Slope = Negative

--> Insufficient

This question is actually asking for a numerical slope value and it's pretty obvious both statements aren't telling you anything. Straight E.
