IMO B.

Statement 1: N can be 13 or 9. If 13, then 13! is divisible by 11 but 9! isnt. Insuff.

Statement 2: 11 is a prime number. So Numerator should have 11 or its multiple in it but it will never have 11 since maximum value of n is 9 and 9! is not divisible by 11.Suff.
