The new number is y x 0.8 x 1.6 = 1.28y.

Alternate Solution:

Assume y = 100. After the 20% decrease, the new value is 100 x 0.8 = 80. Then, after the 60% increase, the new value is 80 x 1.6 = 128. Thus, the new value is 1.28 times the original value of y, so we express the new value as 1.28y.

Answer: 1.28y
