We have to look at the first pie chart.
Ratio and percentages are written next to the each piece of the chart. We are looking for all those which are less than 23. So 23 will not count. We need less than.
I added the higher ones. 23,24,25,26,27 and >27. Comes to 61. Subtract from 100. Answer is 39. Hence B
