My answer is (E). It took me 01:05.

(A) Main issue is the lack of parallelism between "the bodies of the deceased to be incinerated" and "that the remains be buried".
Besides, while we can order someone to do something, it may not be logical to order a dead body to do something.

(B) For bossy verbs, "should" should not be used in subjunctive mood.
Note: If "should" is removed, we will get (E).

(C) Main issue is the lack of parallelism between "the incineration of bodies " and "the remains to be buried".
Besides, it may be illogical to order the remains to do anything.

(D) "their" in "their remains“ can refer to "the deceased", "the bodies", or "the health officials".
Besides, this version suggests that the health officials are with some people's remains when they issued the order.

IMO E

A) the bodies of the deceased to be incinerated and that the remains be -- Ordered to be is unidiomatic we need ordered that for a command Subjunctive mood. Furthermore, the sentence is not parallel.

B) that bodies of the deceased should be incinerated and the remains - The sentence isnt parallel, further the use of Should and ordered creates a mixture of two moods. Should = Opinion and Order = Mandate/Command.

C) the incineration of bodies of the deceased and the remains to be - How can you incinerate the remains ? Furthermore the sentence is an incomplete thought

D) incineration of bodies of the deceased, with their remains - Inceneration of bodies with their remains ? Illogical meaning.Moreover also notice that "Their" has no clear antecedent.

E) that the bodies of the deceased be incinerated and the remains -- Here "that" gets repeated in both the clauses and the sentence is parallel.

Even if E is the best answer .

In option E ,

Isn't 'be' required before buried .

---- The above sentence seems a bit off..

A) the bodies of the deceased to be incinerated and that the remains be

B) that bodies of the deceased should be incinerated and the remains

C) the incineration of bodies of the deceased and the remains to be

D) incineration of bodies of the deceased, with their remains

E) that the bodies of the deceased be incinerated and the remains

Think of the meaning when we say -
The health officials have ordered the bodies/ the incineration of bodies ...

The officials did really order the bodies to do something?
Choices A, C and D can be eliminated.

"the health officials have ordered THAT..." implies the command subjunctive, hence only BARE form of the verb should be followed.

deceased should be incinerated
deceased BE incinerated

Thus, choice E is right.

I agree with you, but without repeating "Be" still the sentence makes sense doesnt it ?
The reason is some words are understood to be repeated without being stated. That is the concept of Ellipsis in comparison ..

Not parallel between "incinerated" and "buried". Eliminate.

Redundancy with should, as ordered conveys the same meaning. Eliminate.

C) the incineration of bodies of the deceased and the remains to be
Missing the subjunctive mood as it is required to use "ordered"..."that". That is missing. Eliminate

D) incineration of bodies of the deceased, with their remains
their refers to the bodies of the deceased or the health official? Pronoun reference error. Eliminate.

E) that the bodies of the deceased be incinerated and the remains
"incinerated" and "buried" are parallel. Subjunctive mood is maintained and no errors in the sentence.
Hence E is the correct answer choice.

From B and E, I eliminated option B for the reason that 'the' wasn't used before 'bodies'.

If option B did not use 'should', would this be a correct method of elimination?
