In order to reduce the amount of teenage violence and drugs being distributed among students, school safety consultants recommended that the Whippany High School install surveillance cameras monitoring the outdoor areas of school grounds. Accordingly, Whippany school officials instructed the safety consultants to install the outdoor surveillance cameras, and the safety consultants zealously acted on these instructions and installed as many outdoor cameras as they could. Nevertheless, reports of teenage violence rose somewhat.

Which of the following, if true, most helps to explain why acting on the consultants' recommendation failed to achieve its goal?

(A) The change in security policy led to an increase in expenditure on security cameras and labor.

(B) When the outdoor school grounds are too widely monitored via surveillance cameras, students bring the violence and drugs indoors to several of the unmonitored school areas: locker rooms and bathrooms.

(C) The number of security cameras does not significantly influence the ease with which a teenage student can sell and distribute drugs.

(D) Most of the students at Whippany High School are drawn into social circles that encourage teenage violence and drugs.

(E) Whippany High School has made many students and their parents fearful as a result of the high number of reports of violence and drugs, not to mention all the instances that were not reported.

B it is .for it gives a perfect reason to explain why acting on the consultants' recommendation failed to achieve its goal.if subservience is increased outdoors children might have brought the activities indoors resulting in an increase in the number of such activities .

I agree B is best bet but how do you account for increase in students with this option?

We need an answer that fixes the problem, that after installation of the cameras why the crime rate has not gone down. We must remem that answer choice cannot afford to have the influence of camera not mentioned in it. We need to fina a mid way between the two contrasting argument.
This is the reason why D is not the correct answer

Consider kudos if my post helps!!!!!!!!

The question does not ask us to explain why the amount of teenage violence rose. The KEY lies in the question stem: explain why acting failed to achieve its goal. Don't need to find the answer that explains why the amount of teenage violence rose. Just find the answer that explains why the acting failed to achieved its goal. The goal will fail if the amount of teenage violence and drugs among students is equal or greater than that before installing cameras.

B explains why acting on the consultants' recommendation failed to achieve its goal. B is correct.

Some good points.

Notice this uses the "Helps Explain: Framework #2 - Expectation vs Actual" Framework from the CR Pill.

Here are some visual diagrams showing the expectation is that installing outdoor surveillance will lead to decrease in violence (A --> B).

But the actuality is that installing outdoor surveillance will lead to the opposite - an INCREASE in violence (A--> !B).

So the question is why this difference? We need to go into the answer choices with something in mind already - something that says or explains why there would be an increase in violence despite our initial expectation.

boiled down to B and D.
B directly links with the argument.
