Correct answer: B
(A): Incorrect. The pronoun "they" is ambiguous between "hybrid species" and "international environmental regulations." Further, (A) is wordy.
(B): Correct. (B) establishes the parallel contrast between "international environmental regulations ..." and "domestic laws..."
(C): Incorrect. "And so" is an awkward conjunction. Further, (C) distorts the meaning by suggesting that domestic laws only protect hybrid species, i.e. that they do not protect other species. The intended meaning is that domestic laws fill the gap left by international environmental regulations.
(D): Incorrect. (D) illogically inserts the future tense to contrast with a general statement about international regulations. Further, (D) does not specify what the domestic protection "will ... protect."
(E): Incorrect. (E) does not convey the intended meaning of the sentence: contrasting international regulations and domestic laws. The use of "which" is correct (referring to the species), but the structure breaks down the parallelism seen in (B) and obfuscates the meaning of the sentence.
