Statement 1: q is even, so q could either be a perfect square (like 4) or not a perfect square (like 6).

Statement 2: q is between 13 and 17, so q could either be a perfect square (like 16) or not a perfect square (like 15).

Statements 1 and 2: q is even and between 13 and 17. That limits us to two options: q = 14, or q = 16. One of those is a perfect square, and the other isn't. Since we don't know which one q equals, the statements are insufficient together and the answer is E.
