This is an unreal situation in the past. It did not happen. The South did not use better military tactics. An unreal situation in the past requires what is often known as the third conditional, or past conditional. The past perfect (in this question “had used”) is required in the if-clause. The result clause follows the pattern modal verb + have + past participle (in this question could have won). It’s a simple pattern to learn.

“They could had won” is always incorrect in English. This construction does not exist. It is not the past progressive tense that we are using in the correct option, E. The past progressive tense would be “they were winning”. Rather, it is the third conditional or past conditional form we are using. When describing an unreal situation that did not occur in the past, the construction is past perfect in the if-clause, and modal verb + have + past participle in the result clause.
