(1) Both Joe and Bill left at 4 p.m.
(2) Joe's time was 3/7 of Bill's time.

(1) no info of rates ...thus time cant be calcuated
insuff

(2) let Bill's time is x minutes
then 3x/7 =12
x=28minutes

Joe time is 12 min
St1: nothing can be determined with this information. INSUFFICIENT

St 2: bill time *3/7 = joe time.
hence Bill time = 7/3 * 12 = 28 min. ANSWER
