I think, the answer is D, because visbel equipment is paralel with unobtrusive equipent. We left with D and E. D is the better choice.

A and B use "are" which is the wrong verb tense.

I am going to go with C because it retains the meaning and correctly uses "is".
C retains the meaning because it still carries " equipment ..that must be turned on and off" and includes "such as lights" to provide an example of equipment.

D and E seem to change the meaning a little by saying "lights that must be turned on and off". This doesnt seem to agree with original meaning.

D is the correct answer - its parallel -- Visible equipment || unobtrusive equipment
