Whenever we do comparison we need comparison word so THEN is required
as bountiful as shows just degree of comparison
this is the only subtle diff b/w A & E

Lets compare (A) and (E) here,
Quote:

E. Last season, oranges from South Florida were as bountiful, if not more bountiful, as oranges from the normally more bountiful northern region.

The structure, "as bountiful as" is correct in both (A) and (E). Problem arises in the middle part. As you can see that a comparison is being made between "oranges from South Florida and the oranges from the northern region", the usage of "more" in (E) without a "than" is incorrect. Correct structure during comparisons is:
    X is more than Y.
    Or, X is not more A than Y is A.
Also, the construction in (A) is much more clean and straight forward.
