Since demand is a subjunctive verb hence we need " That " with demand.
Also the pronoun " They " offers no ambiguity in this case and clearly refers to members , hence there is no need to repeat the subject " Members " as in B.
C is wrong for not including "THAT" and has the incorrect form with Demand " for them"
D is wrong for including " would " , subjunctive cannot have " would" " should " etc
E - " ought to " is unnecessary

Hence A is the answer.
