Hi anu8787,

From what you've described, it sounds like you took the Official GMAT under challenging circumstances - and that is not 'fair.' Each Testing Facility is expected to provide you with a reasonable testing 'environment' and if the Facility cannot provide that (for whatever reason), then you can (and should) register a complaint as you might be due to receive some type of compensation (for example, a free retest). Since you did not register a complaint at that time, I'm not certain how registering one now would be viewed. However, I suspect that if you choose to do nothing, then you won't have any chance at receiving any compensation. As such, you should register your complaint and see what happens. If the Admin at that location contacted GMAC as he/she stated, then there should already be some 'documentation' in place to support your claim.
