We are not  assuming a strict equivalence  like conflict = antipathy in every case.

So B works not because the passage explicitly says “antipathy,” but because it is the closest description of why the author brought up fees at all: as a possible future cause of bad blood.

I can understand the reference from which this could lead to antipathy, but the question states potential eventual cause of antipathy. Firstly, potential and eventual together does not fit right contextually, and if this is considered as a likely scenario, as you agree, I find it hard to eliminate D, which in its sense (unjustified) is underlying cause of antipathy.
