Hi all,

C seems to be the most probable answer here. But I want to point out something. This is a resolve the paradox question and the paradox is basically:

Plan: Wishing to reduce the number of citizens without health insurance
Result: The percentage of young people enrolled in a health insurance plan has not increased.

So, we can smell a scope shift here (intended or not). An answer choice that addresses this discrepancy could be a probable answer. D talks about this but fails to provide a proper explanation for 0% increase in young population enrolled in health insurance.

Anybody wants to comment on that?

Hi,

The pre-thinking for the argument can be: Even though the campaign has highlighted about the importance of choosing and enrolling for a health insurance, it did not help young people in terms of how to choose.

The steps involved in any process will be getting to know, evaluating and picking the right option. Here the campaign addressed the last 2 steps but failed to throw light on 1st step.

Thus we can pick the option C.

"C" is answer!
Remember in paradox questions, the best answer is the one which contains a possible cause of the situation -- which exactly option "C" does! Also, the answer should conform to specifics of stimulus

I understand that the answer is C but i dont know why I am not convinced.. Maybe someone can help. I chose A.

Reason for choosing A: They did not tell anything about young people being the main target group which is yet to get health insurance(assumption of the question). Hence they might be completely successful in their campaign but still see no improvement.. since most of the youth are already having the health insurance.

Reason for not choosing C: Option C says that the target audience did not know where else to find that info.. But since it is an argument about increasing the percentage and not starting a campaign from scratch... hence there were people who already had health insurance plans.. (means through which we can find out if people were really convinced)

Too much overthinking maybe. :)

C seems best, but don't know reason for rejecting others.

Hi All,

In the question it is specified that "extensive advertising campaign that targeted young people and which described the importance of choosing and enrolling in a health insurance plan.".

If the advertisement failed to serve the purpose of choosing, how can we conclude that the advertisement educated the youth regarding enrolling .

Confusion worse confounded :(

Official Explanation:

Reading the question: There are various pieces to this argument. The question stem orients us, because it tells us to "explain." That means that we'll need a "mystery" with two parts, and that the correct answer will touch on both parts.

Creating a filter: The two pieces of our mystery are 1) the percentage enrolled in the program hasn't increased, even though 2) the campaign appeared to work... Youngsters remembered the advertising. Further, the campaign convinced them of the importance to having a plan. Perhaps there is some other consideration that hasn't been included here, an overlooked problem? We'll look for an "overlooked problem" but above all expect the correct answer to touch on both 1) and 2).

Applying the filter: We'll go out of order. Choice (A) is not an overlooked problem and doesn't connect to 2); it doesn't address why the plan seemed to work. Choice (D) is not an overlooked problem and doesn't connect to 1) or 2). Choices (B), (C), and (E) are all pretty good options. Choice (B) presents an overlooked problem, and it connects to 1). However, it doesn't connect to 2); even if the plan is inconvenient, if the percentage who thought it was important went up, why didn't enrollment go up? They decided that it was important, so they should have done it anyway. So (B) is out. Choice (E) is similar to (B); it presents a disadvantage with the plan, hammering on 1), but fails to connect well to 2). For example, (E) says "most," not "all," so it suggests that some youngsters could afford the plan. Given that fact, even then the percentage enrolled should have gone up somewhat. Finally, choice (C) connects to both 1) and 2). The outreach could appear to work but fail to increase enrollment if the youngsters never learned how to enroll. The correct answer is (C).
