Thanks for reaching out and sharing your background. First, let's start with the positives. You are coming from a top-notch undergraduate institution with a double major in rigorous disciplines. And while a 3.5 may not be as high as you's like, MBA AdCom's will certainly recognize that you were a ChemE coming from a top program. Add to that your killer GMAT, and your academic profile is exactly where it needs to be. To your point, I do wish you were a bit more involved on campus to demonstrate your leadership capabilities. What was your role at the engineering council? Was there any type of leadership aspect here or any initiatives you led?
Now to the areas of improvement...here's the good news: you have time to do something about your weak spots! Your nine months (in total) of unemployment is in the past, so let's not dwell on that. You seem to have some momentum at Raytheon over the past year and a half - what have you been doing for them? Yes, you're an engineer, but what value do you add to your team? Have you had an opportunity to lead a small project? If not, have you earned the trust of your colleagues and superiors to ask for this chance to lead a small team? Have you been considered for promotion? If not, what is your expectation over the next year or so?
It doesn't sound like you've been involved in extracurriculars outside of school, so between now and when you decide to apply you'll need to take some time to think about what you want to get involved in. Don't let this be a "check the box activity". Find something that you enjoy and do something that will make an impact. Many people think it's important to have a big name or fancy title, but what really matters here is what you accomplished, how you accomplished it, and why it matters.
Given your goal of management consulting, it's important to get into the best school you possibly can. I could see some of the schools you listed as a good fit for you, but at the moment you're not ready. If you're able to make substantial strides in both your professional leadership experience as well as involvement, you could consider applying next year and re-evaluate your progress.
