Thanks for your post, and good to hear you are looking and planning ahead as I feel it will only help you overall in this process. A few thoughts and comments:
-Your professional profile looks fairly solid from the limited info here; that said I do agree a step towards more finance-focused if you found a role soon that you could dive into for a year or so before applying also sounds good if in the direction of your career goals
-your community involvement looks like a strength, though will be even more so if you can describe some tangible accomplishments you've driven in those activities
-yes the end of uni grades are lackluster; generally it can put a bit more pressure on the GMAT but sounds like you've already taken that 3 (?) times so you may be done on that front.... the 710 is a respectable score for the schools you listed though certainly higher is always better, but yes I'd say the CFA is another small plus so consider that. As for the last year GPA, most schools while they look at the trend do not have a set cut off for that GPA so contact Rotman directly to assess. For most I would not say it has to be a deal breaker.
-Dream schools: I do feel there could be a shot depending up on how your overall profile and applications shape up when the time comes
-Targets: hopefully decent chances if you execute your apps well; tougher to say re: scholarship as it depends to a degree on how you compare with other applicants that season
