Hi Arjun,
I do recommend identifying your preferred post-MBA career path before applying... even if things change, the admissions committees do appreciate the fact that you have an ideal plan/path in mind, and have reasons for applying to the degree, yes. And it makes sense even on a personal level... you don't want to invest in this program without being sure it will be worth it for your next career steps! As to when you apply, you'd just want to research each program and confirm any requirements and/or averages with regard to work experience for the incoming class... in general it's common to apply for MiM with 0-2 years of experience, but can vary by school. Sure international experience can be a plus, more so at some schools than others. Don't hesitate to reach out to the admissions offices at these programs and ask for specific advice, too; given that you are not applying right now they may give you some overall suggestions based on your situation.
