Regarding your questions..
1) There is no correct conversion and you should not be converting your GPA. You can refer to the WES tool as a reference point but report your GPA as is when you apply. Schools will review your transcript as is and will be familiar with transcripts and grading scales from other countries. From what I have seen, 59.5% would be considered a low GPA.
2) I think your GPA will be a challenge, and there are other challenging aspects of your academic background -- the multiple dropouts and the fact that you have already pursued MBA level coursework. I think admissions will be concerned about your seriousness as a student, and also question whether or not you truly need an MBA. To counteract those challenges and potential red flags, you would need a very high GMAT (and a well executed narrative/story in your essays, and excellent recommendations to vouch for you). If you want to aim for top US programs (Kellogg, Columbia, etc.), you really need a GMAT above the schools' averages, so 730+. Your startup experience and extracurricular activities do sound interesting, but these schools have extremely competitive applicant pools, so you need to be strong on the academic front too.
I hope this is not too discouraging, but you have some real significant challenges, if you want to aim for top programs. I would definitely retake your GMAT and try to raise that, and also expand your list of target schools.
