(C) Born in India and raised in Pakistan is a verb-ed phrase modifying Salman Rushdie. That is followed by a noun phrase correctly modifying Salman Rushdie. Sentence ends with simple present tense (used to state facts). Correct.
(D) Two ICs incorrectly joined by just comma. Comma splice error.
