It's clear that in C, there is no main verb. Hence C is wrong grammatically and C is the answer.

I can see why C is listed as the answer, since they are asking for an incorrect sentence. The assessment is focused on subject-verb agreement, and C doesn't have a verb. However, B also doesn't make sense. The two verbs ("is" and "comes") work grammatically with the subject ("ambition"), but not logically. Unless we are speaking metaphorically, China's ambition cannot be powered by wind farms. This also doesn't fit the overall meaning (a contrast between wind power and coal) that A and C are trying to convey.
