I'm no expert. But, here the use of "when" seems incorrect from GMAT view. Anyways, as it is not underlined let's move to see the other choices.
A. Logically, the line is saying that the focus of the diary should be on tribal politics. I guess it should be about diarist not diary.
B. Correct.
C. it is singular, whereas diarists are plural.
D. Same as C
E. Same as C.
